For the first time in his presidency, on Friday President Donald Trump issued a veto, preventing Congress' attempt to terminate his national emergency declaration seeking to circumvent lawmakers and appropriate billions of dollars for his southern border wall.
Lee proposed a version of the resolution that would have restricted future emergency declarations while grandfathering in Trump's, but he couldn't reach a compromise agreement with the White House, and the plan fizzled.
Trump is expected to issue his second veto in the coming weeks over a congressional resolution seeking to end USA backing for the Saudi Arabian-led coalition fighting in Yemen.

"The President acted well within his discretion in declaring a national emergency concerning the southern border", wrote Boyd in a disclaimer issued to the press shortly after Trump played his trump card.
While some lawmakers - including some Republicans - have argued against the President's use of national emergency powers in this instance, the Justice Department set forth a robust defense of the President's authority to do so in a letter to Senate Majority Leader Mitch McConnell earlier this month, according to a copy obtained by CNN on Friday. Attorney General William Barr was also at the President's veto event.
But the Senate margin fell short of the 67 votes needed for a veto override.

Senate Democrats, who have consistently opposed many of Trump's hardline immigration policies, were joined by Republicans who expressed support for Trump's calls to build a wall - but cited concern about the expansion of presidential power.
Trump tweeted about the political advantage he expects those who supported him will receive.
"The President has chosen to continue to defy the Constitution, the Congress and the will of the American people", she said.
"I think actually a national emergency was designed for a specific objective like this, so we have a great case", Trump said.
Following the veto, the resolution will return to the House.
The wall was a signature campaign issue for Trump, but he was never able to deliver on his promise to make Mexico pay for it, and the issue languished during his first two years in office.
Trump has said he wants a wall to prevent immigrants from crossing into the United States, describing the situation as a national emergency.
