Lewis skipped last year's speech because of Trump's reported comments about "s-thole" countries, saying he couldn't "in good conscience be in a room" with Trump because of his rhetoric at the time.
Administration officials say the White House has also been weighing several "moonshot" goals for the State of the Union address.
President Trump is expected to call for unity during his second State of the Union address - but a handful of Democrats aren't planning on listening to the president's pleas Tuesday night, as they don't plan to attend the historic event.
Trump will also highlight two of his legislative achievements: passage of a criminal justice bill that allows for early release of low-level offenders, and a package of programs and policies meant to curb the nation's opioid epidemic.
"I think the conferees ought to reach an agreement and then we'll hope that the president finds it worth signing, " said McConnell, R-Ky.
The spending bill expires February 15, when the government will again partially shutdown in the absence of an agreement between Congress and the president.

Trump's address will have a theme of "Choosing Greatness" and will also feature a prolonged review of the administration's foreign policy achievements and vision, spanning North Korea, Venezuela, the Islamic Republican of Iran, the fight against the Islamic State, the US presence in Syria and the future of the USA role in Afghanistan.
While White House officials cautioned that Trump's remarks were still being finalized, the president was expected to use some of his televised address to showcase a growing economy. He's reduced federal taxes and regulations, 304,000 jobs were added to the United States economy last month, unemployment is at a 50-year low, and there are now more jobs available than there are people to fill them. That's the longest such period on record. Trump wants to bring USA troops back from those countries, but many GOP lawmakers warn threats in both places are too great to do so. "We'll be at 100".
That means a "unity" speech would not be a simple declaration that the opposition party needs to come around to the president's way of thinking about everything from the economy to immigration to national security and foreign policy. Several leading GOP lawmakers have sharply criticized his plans to withdraw from Syria, as well as from Afghanistan.
Trump is also expected to address several foreign policy issues, such as trade talks with China, pulling USA troops out of Syria and Afghanistan, a diplomatic drive with North Korea and a growing political crisis in Venezuela, among others. He also relishes working without a script, ad-libbing his way through rallies and impromptu question-and-answer sessions with reporters at the White House. An announcement is expected on a new initiative aimed at ending transmissions of HIV by 2030.
Asked if he would announce where he will next meet North Korean leader Kim Jong Un, White House spokeswoman Sarah Sanders declined to give any details in a Fox News interview.
